Thats ok, i actually found a post on a joomla forum

It says if you add a line of tag 'SecFilterEngine Off' in the .htaccess file then the global config works. I have done this however is this a bad thing to do as i'm not terribly sure about this code.

I also get Restricted Access when trying to access User Manager or Install/Uninstall pages. I have completely removed J! using Godaddy's Hosting System and reinstalled it. THey are using version 1.5.3 . I tried the SecFilterEngine Off suggestion from above but it did nothing.
Any ideas?
