SOLVED Error page not displaying CSS from atom

I'm using the Salient theme and have custom css applied to the Base outline.
I made sure it was added to the Error page outline, but now it seems to be cached or something and is not printing the css to the page. I tried manually adding the css, clearing the cache, turning on and off development mode, etc.
