Roknewsrotator in other themes?

Hi. soy nuevo, so I might be doing something wrong. The link when clicked takes me to a page that reads:

So my question is: Was the link moved or do I not have the privilege to view it?

I like the RokNewsRotator too and i want to use this fantastic module in my websites. Can I use it without permissions, because i found this syntax in the PHP file from the RoknewsRotator module:<?phpIs this module free for use and for modify ?
