How can I define one form as a plan text area and one as wysiwyg?

what i'm doing is editng the cookbook module. Some of the forms on the submit review module show up as wysiwyg text areas, some show up as plain text areas. I just want to change the code on certains forms which are currently wysiwyg, so that they show as plain text areas.

What defines a form as plain or wysiwyg?
