Why is 'validation' important?

So, Joomla 1.0.11 doesn't have the ampersand change? Is the change necessary only if you are using SEF, or without too?

Also, what is the non-compliant with the Disabilities Act about?

i think the non-compliant with disabilities act is directly related to the accessibility and in turn is triggered by non-xhtml validating code.
