params.ini resets all the time

I'm having trouble with params.ini 
I need to change my template width, and everytime i chmod params ini to 755 or 777 it reverse to 555 in just a few seconds and i just keep getting the error "unwritable" when trying to make some changes to template in admin.

Can anyone help me with this problem?

I think it's a 'joomla thing'.

Try saving changes to your template and then checking the params.ini file in your FTP client.

Even though I see the 'Unwritable' warning in the Template Manager, the changes are always saved.

Mine are never saved.. I'm going to try manually installing from the very beginning.
