I am having a similar problem in that I upload the files via ftp succesfully and then only see the file directory, not the rocket launcher page. In my files, there is no public_html folder so I created one and then put the folders into it. There is no config.php or any other files - just the folders.

You have no public_html folder (it depends on your server), but you should have something similar. It could be mainwebsite_html, or httpdocs. Find first this folder, then copy all content of RocketLauncher package in this folder. Type
http://www.toowoombaphotography.com and you should be able to perform your installation.
