How Do I Hide the Website or Place an 'Under Construction' Page Up

I am wondering what is the best approach to put up an alternate home page indicating the website is closed.

Any suggestions will be appreciated.

I've always placed a custom made index.html page stating under construction in the root directory,, use .htaccess to direct to that page

Thanks, that's what I was thinking, but I'm confused whether to use index.php or index.html

Can't you just set it to offline and edit the offline page?
Thats what I do.
