If it is any help I usually do this -

ftp a .htaccess file into your site-root with DirectoryIndex set to index.htm, this usually overides a server setting and sends a visitor to your splash page whilst you can work on the joomla install which can be accessed via yoursite/index.php

Not sure if that helps but it works for me,

Create Landing Page on the front in front of Home on the main menu.  Then let....people know you will be coming soon.  They get a peek at the site and you get back work.  Grin  Just put a note...browse at your own risk.  Tongue
