Rocket Launcher and Dreamweaver

After watching the tutorial on the Rocket Launcher I am completely impressed. My question is that I noticed that if you go to upload on joomla at site admin of a new template it does not allow you to use the Rocket Launcher.
 So to launch a new template on an existing site could I use the FTP to place on existing site?
Hope this makes sense.
 Is it to be used only on clean install on a joomla template?

It is a completely new Joomla! installation, upload separately.
