No need for CSS. On the base outline > page settings remove the "g-helium-style" class. The you can change the background color of the navigation section on the base outline > styles > sections styles > navigation style > background .

I can see that you have used custom CSS to change the background color to #474747 (which is what it already was anyway so there's no need to use CSS) - and that's the color that the navigation background is?????
