Rocket Theme Not Showing images/css?

Uploaded a new site with ocular RocketLauncher and it loads but doesn't fully load images and I assume maybe css. I have included a link above as a search for this has yeilded me nothing so far.
I opened the permissions wide open, or at least I think I did. Its running on a windows 2008 cloud server with 2 CPU/@ Gigs of ram. I tested the rocketlauncher on a test windows 2008 server and it worked fine there.

It looks like a permissions issue. I should be able to see this file -> http://4king-n-country.com/cms/templates/rt_oculus/less/demo-styles.less
Commonly used security practices suggest that all FILES should have the following permissions.
Owner : Read & Write
Group : Read Only
Others : Read Only
All DIRECTORIES/FOLDERS should have the following permissions.
Owner : Read, Write & Execute
Group : Read & Execute
Others : Read & Execute
